ADJUSTED WHOLE NUMBER OF THE HOUSE - Under clause 5(d) of rule 20, the Chair announced to the House that, in light of the administration of the Oath of Office to the Gentleman from Ohio, the whole number of the House is 430.

ADMINISTERING THE OATH OF OFFICE - Representative-elect Troy Balderson from the Twelfth Congressional District, State of Ohio, presented himself in the well of the House to take the Oath of Office administered by the Speaker of the House.

The House received a message from the Clerk. The Clerk transmitted to the House a copy of the Certificate of Election received from the Honorable Jon Husted, the Ohio Secretary of State, indicating that, at the Special Election held on August 7, 2018, the Honorable Troy Balderson was duly elected Representative in Congress for the 12th Congressional District, State of Ohio. District, Commonwealth of Pennsylvania.

DEBATE - The House proceeded with 10 minutes of debate on the Lamb motion to recommit with instructions. The instructions contained in the motion seek to require the bill to be reported back to the House with an amendment adding the status as a recipient of assistance under the tuition assistance program conducted by DOD or other authorities available to the DOD or veterans' education benefits.

POSTPONED PROCEEDINGS - At the conclusion of debate on the Lamb motion to recommit, the Chair put the question on adoption of the motion to recommit and by voice vote, announced that the noes had prevailed. Mr. Lamb demanded the yeas and nays and the Chair postponed further proceedings under later in the legislative day.

The Speaker announced that the House do now recess. The next meeting is subject to the call of the Chair.

The previous question on the motion to recommit with instructions was ordered without objection.

Mr. Lamb moved to recommit with instructions to the Committee on Education and the Workforce.
