Committee of the Whole House on the state of the Union rises leaving H.R. 4606 as unfinished business.

POSTPONED PROCEEDINGS - At the conclusion of debate on the Pallone amendment, the Chair put the question on the amendment and by voice vote, announced the noes had prevailed. Mr. Pallone demanded a recorded vote and the Chair postponed further proceedings until a time to be announced.

DEBATE - Pursuant to the provisions of H. Res. 1049, the Committee of the Whole proceeded with 10 minutes of debate on the DeGette amendment No. 2.

An amendment, offered by Ms. DeGette, numbered 2 printed in Part B of House Report 115-919 to require export applications to show that the natural gas to be exported was produced using available techniques to minimize methane emissions from leaks or venting.

DEBATE - Pursuant to the provisions of H. Res. 1049, the Committee of the Whole proceeded with 10 minutes of debate on the Pallone amendment No. 1.

On agreeing to the resolution Agreed to by recorded vote: 225 - 179 (Roll no. 387).

On ordering the previous question Agreed to by the Yeas and Nays: 224 - 181 (Roll no. 386).

GENERAL DEBATE - The Committee of the Whole proceeded with one hour of general debate on H.R. 4606.

The Speaker designated the Honorable Liz Cheney to act as Chairwoman of the Committee.

House resolved itself into the Committee of the Whole House on the state of the Union pursuant to H. Res. 1049 and Rule XVIII.

The resolution provides for one hour of general debate on both H.R. 1635 and H.R. 4606. Also, the resolution provides for a motion to recommit with or without instructions for both bills.

Considered under the provisions of rule H. Res. 1049. H.R. 4606 — "To provide that applications under the Natural Gas Act for the importation or exportation of small volumes of natural gas shall be granted without modification or delay."

Motion to reconsider laid on the table Agreed to without objection.

UNFINISHED BUSINESS - The Chair announced that the unfinished business was the question on ordering the previous question on H. Res. 1051, which had been debated earlier and on which further proceedings had been postponed.

Considered as unfinished business. H. Res. 1051 — "Providing for consideration of the bill (H.R. 6691) to amend title 18, United States Code, to clarify the definition of "crime of violence", and for other purposes, and providing for consideration of motions to suspend the rules."

The House convened, returning from a recess continuing the legislative day of September 6.

POSTPONED PROCEEDINGS - At the conclusion of debate on H. Res. 1051, the Chair put the question on ordering the previous question, and by voice vote, announced that the ayes had prevailed. Mr. Hastings demanded the yeas and nays and the Chair postponed further proceedings until later in the legislative day.
