DEBATE - The House proceeded with 10 minutes of debate on the Steube motion to recommit with instructions. The instructions contained in the motion seek to require the bill to be reported back to the House with an amendment to add at the end of the bill a new section that nothing in this Act or any amendment made by this Act may be construed to diminish any protections under title IX of the Education Amendments of 1972.

Mr. Steube moved to recommit with instructions to the Committee on the Judiciary.

Considered as unfinished business. H.R. 5 — "To prohibit discrimination on the basis of sex, gender identity, and sexual orientation, and for other purposes."

DEBATE - The House proceeded with 90 minutes of debate on H.R. 5.

Rule provides for consideration of H.R. 5, H.R. 312 and H.R. 987. The resolution provides for 90 minutes of debate on H.R. 5, under a closed rule. Section 2 of the resolution provides for 60 minutes of debate on H.R. 312, under a closed rule and section 3 provides 90 minutes of debate on H.R. 987, under a structured rule.

Considered under the provisions of rule H. Res. 377. H.R. 5 — "To prohibit discrimination on the basis of sex, gender identity, and sexual orientation, and for other purposes."

SPEAKER'S APPROVAL OF THE JOURNAL - The Chair announced that she had examined the Journal of the last day's proceedings and had approved it. Mr. Evans demanded that the question be put on agreeing to the Speaker's approval of the Journal and by voice vote, the Chair announced that the ayes had prevailed. Mr. Evans demanded the yeas and nays and the Chair postponed further proceedings on the question of the Speaker's approval of the Journal until later in the legislative day.

ONE MINUTE SPEECHES - The House proceeded with one minute speeches which by direction of the Chair, would be limited to 5 per side of the aisle.

PLEDGE OF ALLEGIANCE - The Chair designated Mrs. McBath to lead the Members in reciting the Pledge of Allegiance to the Flag.

House Democracy Partnership - Pursuant to section 104(a) of House Resolution 6, One Hundred Sixteenth Congress, and the order of the House of January 3, 2019, the Speaker appointed the following members of the House to the House Democracy Partnership: Ms. Moore, Ms. Titus, Mr. Connolly, Mr. Ted Lieu of California, Mrs. Torres of California, Ms. Kelly of Illinois, Ms. Sewell of Alabama, Ms. DeGette, Ms. Plaskett and Ms. Lee of California.

Mexico-United States Interparliamentary Group - Pursuant to 22 U.S.C. 276h and the order of the House of January 3, 2019, the Speaker appointed the following members of the House to the Mexico-United States Interparliamentary Group: Mr. Correa, Mr. Gonzalez of Texas, Ms. Jackson Lee, Ms. Escobar, Ms. Lofgren and Mr. Carbajal.

PERMISSION TO FILE SUPPLEMENTAL - Ms. Lofgren asked unanimous consent that Committee on the Judiciary be authorized to file a supplemental report on the bill, H.R. 965. Agreed to without objection.

The House adopted the amendment in the nature of a substitute as agreed to by the Committee of the Whole House on the state of the Union.
