DEBATE - The House proceeded with forty minutes of debate on H.R. 1492.

Considered under suspension of the rules.

Mr. Burgess moved to suspend the rules and pass the bill. H.R. 1492 — "To amend the Controlled Substances Act to direct the Attorney General to register practitioners to transport controlled substances to States in which the practitioner is not registered under the Act for the purpose of administering the substances (under applicable State law) at locations other than principal places of business or professional practice."

The Speaker announced that votes on suspensions, if ordered, will be postponed until a time to be announced.

The House convened, returning from a recess continuing the legislative day of July 11.

ASSUMING FIRST SPONSORSHIP - Mr. Yoder asked unanimous consent that he may hereafter be considered as the first sponsor of H.R. 392, a bill originally introduced by Representative Chaffetz, for the purpose of adding cosponsors and requesting reprintings pursuant to clause 7 of rule XII. Agreed to without objection.

The House received a message from the Clerk. Pursuant to the permission granted in Clause 2(h) of Rule II of the Rules of the U.S. House of Representatives, the Clerk notified the House that she had received the following message from the Secretary of the Senate on July 11, 2017, at 10:00 a.m.: Appointments: Advisory Committee on the Records of Congress.

Public Interest Declassification Board - Pursuant to section 703(c) of the Public Interest Declassification Act of 2000 (50 U.S.C.) 3161 note), the Democratic Leader appointed Mr. John F. Tierney of Massachusetts.
