Mr. Shuster moved to suspend the rules and pass the bill, as amended. S. 3021 — "To designate the United States courthouse located at 300 South Fourth Street in Minneapolis, Minnesota, as the "Diana E. Murphy United States Courthouse"."

The Speaker announced that votes on suspensions, if ordered, will be postponed until a time to be announced.

UNFINISHED BUSINESS - The Chair announced that the unfinished business was the question on adoption of the motion to suspend the rules which had been debated earlier and on which further proceedings had been postponed.

DEBATE - The House proceeded with one hour of debate on H. Res. 1059.

Res. 1059 — "Providing for consideration of the bill (H.R. 3798) to amend the Internal Revenue Code of 1986 to repeal the 30-hour threshold for classification as a full-time employee for purposes of the employer mandate in the Patient Protection and Affordable Care Act and replace it with 40 hours; providing for consideration of the conference report to accompany the bill (H.R. 5895) making appropriations for energy and water development and related agencies for the fiscal year ending September 30, 2019, and for other purposes; and providing for proceedings during the period from September 17, 2018, through September 24, 2018."

PLEDGE OF ALLEGIANCE - The Chair designated Mr. Kennedy to lead the Members in reciting the Pledge of Allegiance to the Flag.

SPEAKER'S APPROVAL OF THE JOURNAL - The Chair announced that he had examined the Journal of the last day's proceedings and had approved it. Mr. Williams demanded that the question be put on agreeing to the Speaker's approval of the Journal and by voice vote, the Chair announced that the ayes had prevailed. Mr. Williams objected to the voice vote based upon the absence of a quorum and the Chair postponed further proceedings until later in the legislative day.

The Speaker announced that the House do now recess. The next meeting is scheduled for 12:00 P.M. today.
