ONE MINUTE SPEECHES - The House proceeded with one minute speeches, which by direction of the Chair would be limited to 5 per side of the aisle.

PLEDGE OF ALLEGIANCE - The Chair designated Mr. Van Drew to lead the Members in reciting the Pledge of Allegiance to the Flag.

SPEAKER'S APPROVAL OF THE JOURNAL - The Chair announced that he had examined the Journal of the last day's proceedings and had approved it. Mr. Cunningham demanded that the question be put on agreeing to the Speaker's approval of the Journal and by voice vote, the Chair announced that the ayes had prevailed. Mr. Cunningham objected to the voice vote based upon the absence of a quorum and the Chair postponed further proceedings on the question of the Speaker's approval of the Journal until later in the legislative day.

Today's prayer was offered by the House Chaplain, Rev. Patrick J. Conroy.

The Speaker designated the Honorable Tony Cardenas to act as Speaker pro tempore for today.

The House convened, starting a new legislative day.

The House adjourned pursuant to a previous special order. The next meeting is scheduled for 9:00 a.m. on January 30, 2019.

The House convened, returning from a recess continuing the legislative day of January 29.

Select Committee on the Modernization of Congress - Pursuant to section 201(b) of House Resolution 6, 116th Congress, and the order of the House of January 3, 2019, the Speaker appointed the following members of the House to the Select Committee on the Modernization of Congress: Mr. Kilmer, Mr. Cleaver, Ms. DelBene, Ms. Lofgren, Mr. Pocan and Ms. Scanlon

The Speaker announced that the House do now recess. The next meeting is subject to the call of the Chair.

Mr. Harris objected to the motion to reconsider laid on the table.

United States Group of the NATO Parliamentary Assembly - Pursuant to 22 U.S.C. 1928a, and the order of the House of January 3, 2019, the Speaker appointed the following member of the House to the United States Group of the NATO Parliamentary Assembly: Mr. Connolly, Chairman.

Canada-United States Interparliamentary Group - Pursuant to 22 U.S.C. 276d and the order of the House of January 3, 2019, the Speaker appointed the following member of the House to the Canada-United States Interparliamentary Group: Mr. Higgins of New York, Chairman.

Mexico-United States Interparliamentary Group - Pursuant to 22 U.S.C. 276h and the order of the House of January 3, 2019, the Speaker appointed the following member of the House to the Mexico-United States Interparliamentary Group: Mr. Cuellar.

House Democracy Partnership - Pursuant to section 104(a) of House Resolution 6, One Hundred and Sixteenth Congress, and the order of the House of January 3, 2019, the Speaker appointed the following member of the House to the House Democracy Partnership: Mr. Price of North Carolina.
