Select Committee on the Modernization of Congress - Pursuant to section 201(b) of H. Res. 6, 116th Congress, and the order of the House of January 3, 2019, and notwithstanding the requirement of section 201(b)(2)(A) of such resolution, the Speaker appointed the following members of the House to the Select Committee on the Modernization of Congress: Mr. Graves of Georgia, Mr. Woodall, Mrs. Brooks of Indiana, Mr. Rodney Davis of Illinois, Mr. Newhouse and Mr. Timmons.

DEBATE - The House proceeded with 10 minutes of debate on the Barr motion to recommit with instructions. The instructions contained in the motion seek to require the bill to be reported back to the House with an amendment to add a subsection to section 2 pertaining to additional requirements for child care providers.

Mr. Barr moved to recommit with instructions to the Committee on Veterans' Affairs.

The House adopted the amendment in the nature of a substitute as agreed to by the Committee of the Whole House on the state of the Union.
