PLEDGE OF ALLEGIANCE - The Chair designated Mr. Harder of CA to lead the Members in reciting the Pledge of Allegiance to the Flag.

SPEAKER'S APPROVAL OF THE JOURNAL - The Chair announced that he had examined the Journal of the last day's proceedings and had approved it. Mr. Harder (CA) demanded that the question be put on agreeing to the Speaker's approval of the Journal and by voice vote, the Chair announced that the ayes had prevailed. Mr. Harder (CA) objected to the voice vote based upon the absence of a quorum and the Chair postponed further proceedings on the question of the Speaker's approval of the Journal until later in the legislative day.

Today's prayer was offered by the House Chaplain, Rev. Patrick J. Conroy.

The Speaker designated the Honorable Salud O. Carbajal to act as Speaker pro tempore for today.

The House convened, starting a new legislative day.

A joint resolution to direct the removal of United States Armed Forces from hostilities in the Republic of Yemen that have not been authorized by Congress. (03/13/2019 legislative day)

United States Holocaust Memorial Council - Pursuant to 36 U.S.C. 2302, and the order of the House of January 3, 2019, the Speaker appointed the following members of the House to the United States Holocaust Memorial Council: Mr. Zeldin and Mr. Kustoff of Tennessee.

UNFINISHED BUSINESS - The Chair announced that the unfinished business was the question on agreeing to H. Res. 208 which had been debated earlier and on which further proceedings had been postponed.

Considered as unfinished business. H. Res. 208 — "Providing for consideration of the concurrent resolution (H. Con. Res. 24) expressing the sense of Congress that the report of Special Counsel Mueller should be made available to the public and to Congress, and providing for proceedings during the period from March 15, 2019, through March 22, 2019."

The title of the measure was amended. Agreed to without objection.
