DEBATE - Pursuant to the provisions of H. Res. 445, the Committee of the Whole proceeded with 10 minutes of debate on the Blumenauer amendment No. 198.

An amendment, offered by Mr. Blumenauer, numbered 198 printed in Part B of House Report 116-119 to prohibt the Department of Veterans Affairs from interfering with a veterans participation in a state medical cannabis program, denying a veteran who participates in a state medical cannabis program from being denied VA services, and interfering with the ability of VA health care providers to recommend participation in state medical cannabis programs.

On agreeing to the Wasserman Schultz amendment; Agreed to by voice vote.

An amendment, offered by Ms. Wasserman Schultz, comprised of the following amendments printed in Part B of House Report 116-119 as en bloc No. 6: Nos. 196, 197, 200, 201, 202, 203, 204, 205, 207, 209, 210, 211, 212, 213, 214, 215 ,216, 217, 218, 222, 223, 224, 225, and 227.

On agreeing to the Raskin amendment; Agreed to by voice vote.

DEBATE - Pursuant to the provisions of H. Res. 445, the Committee of the Whole proceeded with 10 minutes of debate on the Raskin amendment No. 195.

An amendment, offered by Mr. Raskin, numbered 195 printed in Part B of House Report 116-119 to increase and decrease funding by $1,000,000 for Military Construction, Navy and Marine Corps in order to support construction projects on military facilities and facilities that serve the military community where health and safety are at risk.

The House resolved into Committee of the Whole House on the state of the Union for further consideration.

Considered as unfinished business. H.R. 3055 — "Making appropriations for the Departments of Commerce and Justice, Science, and Related Agencies for the fiscal year ending September 30, 2020, and for other purposes."

The Speaker announced approval of the Journal. Pursuant to clause 1, rule I, the Journal stands approved.
