UNFINISHED BUSINESS - The Chair announced that the unfinished business was the question on ordering the previous question on H. Res. 392, which had been debated earlier and on which further proceedings had been postponed.

The House received a message from the Clerk. The Clerk transmitted to the House a copy of a letter from the Honorable Corey Stapleton, Secretary of State of Montana, indicating that, at the Special Election held on May 25, 2017, the Honorable Greg Gianforte was duly elected Representative to Congress for the At-Large Congressional District, State of Montana.

Mr. Newhouse moved to table the appeal of the ruling of the Chair.

Mr. Doggett moved to appeal the ruling of the Chair.

Mr. Doggett and Mr. Pascrell were recognized to be heard on the question of whether or not the resolution constituted a point of privilege and the Chair subsequently ruled that the resolution did not constitute a point of privilege.

PRIVILEGED RESOLUTION - Mr. Doggett was recognized to offer a privileged resolution subsequent to the foregoing notification and the previous order of the House of June 15, 2017. The Clerk reported the privileged resolution.

POSTPONED PROCEEDINGS - At the conclusion of debate on H. Res. 392, the Chair put the question on ordering the previous question, and by voice vote announced that the ayes prevailed. Mr. Polis demanded the yeas and nays and the Chair postponed further proceedings on the question of ordering the previous question until later in the legislative day.

DEBATE - The House proceeded with one hour of debate on H. Res. 392.

Considered as privileged matter. H. Res. 392 — "Providing for consideration of the bill (H.R. 1873) to amend the Federal Land Policy and Management Act of 1976 to enhance the reliability of the electricity grid and reduce the threat of wildfires to and from electric transmission and distribution facilities on Federal lands by facilitating vegetation management on such lands, and providing for consideration of the bill (H.R. 1654) to authorize the Secretary of the Interior to coordinate Federal and State permitting processes related to the construction of new surface water storage projects on lands under the jurisdiction of the Secretary of the Interior and the Secretary of Agriculture and to designate the Bureau of Reclamation as the lead agency for permit processing, and for other purposes."

ONE MINUTE SPEECHES - The House proceeded with one minute speeches which by direction of the Chair, would be limited to 15 per side of the aisle.

PLEDGE OF ALLEGIANCE - The Chair designated Mr. Gene Green of TX to lead the Members in reciting the Pledge of Allegiance to the Flag.

The Speaker announced approval of the Journal. Pursuant to clause 1, rule I, the Journal stands approved.
