DEBATE - The House proceeded with 10 minutes of debate on the Roybal-Allard motion to recommit with instructions. The instructions contained in the motion seek to require the bill to be reported back to the House with an amendment to strike the division of the underlying bill that appropriates $1.6 billion in funds to begin construction of border wall along the U.S. Mexico border.

Ms. Roybal-Allard moved to recommit with instructions to the Committee on Appropriations.

The House adopted the amendments en gross as agreed to by the Committee of the Whole House on the state of the Union.
