Mr. Hill moved to suspend the rules and pass the bill. S. 327 — "To direct the Securities and Exchange Commission to provide a safe harbor related to certain investment fund research reports, and for other purposes."

The Speaker announced that votes on suspensions, if ordered, will be postponed until a time to be announced.

POSTPONED PROCEEDINGS - At the conclusion of debate on H. Res. 538, the Chair put the question on ordering the previous question, and by voice vote announced that the ayes prevailed. Ms. Slaughter demanded the yeas and nays and the Chair postponed further proceedings on the question of ordering the previous question until later in the legislative day.
