MOMENT OF SILENCE - The House observed a moment of silence for the victims of the wildfires in California.

UNFINISHED BUSINESS - The Chair announced that the unfinished business was the question on the motion to suspend the rules and pass H.R. 2142, as amended which had been debated earlier and on which further proceedings had been postponed.

The House received a communication from the Honorable Jeff Duncan. Mr. Duncan (SC) submitted his resignation from the Committees on Foreign Affairs and Homeland Security. The resignation was accepted without objection.
