The House convened, returning from a recess continuing the legislative day of November 9.

The Speaker announced that the House do now recess for a period of less than 15 minutes.

DEBATE - Pursuant to the provisions of H. Res. 609, the House proceeded with 10 minutes of debate on the Emmer amendment.

An amendment, offered by Mr. Emmer, numbered 1 printed in House Report 115-401 to amend the bill to not allow the exemption to be available for those who have been disqualified under the "bad actor" disqualification standard of section 230.506(d) of title 17, Code of Federal Regulations, providing an additional layer of investor protection in the bill.

DEBATE - The House resumed debate on H.R. 2201.

The House received a message from the Senate. The Senate passed H.R. 194 and H.R. 3243.
