UNFINISHED BUSINESS - The Chair announced that the unfinished business was the question on passage of H.R. 5698 and S. 2372, and adoption of the Speaker's Approval of the Journal, all of which further proceedings had been postponed.

Considered as unfinished business. H.R. 5698 — "To amend title 18, United States Code, to punish criminal offenses targeting law enforcement officers, and for other purposes."

Committee of the Whole House on the state of the Union rises leaving H.R. 2 as unfinished business.

On motion that the Committee now rise Agreed to by voice vote.

The House received a message from the Senate. The Senate passed S.J. Res. 52.

The Committee of the Whole rose informally to receive a message from the Senate.

POSTPONED PROCEEDINGS - At the conclusion of debate on S. 2372, the Chair put the question on passage of the bill and by voice vote announced the ayes had prevailed. Mr. Roe (TN) demanded a recorded vote and the Chair postponed further proceedings on passage of S. 2372 until later in the legislative day.

GENERAL DEBATE - The Committee of the Whole proceeded with one hour of general debate on H.R. 2.

The Speaker designated the Honorable Paul Mitchell to act as Chairman of the Committee.

House resolved itself into the Committee of the Whole House on the state of the Union pursuant to H. Res. 891 and Rule XVIII.

The resolution provides for 1 hour of general on all three bills. For H.R. 5698 and H.R. 2, the resolution provides for consideration under a structured rule. For S. 2372, the resolution provides for consideration under a closed rule. Finally, the resolution provides for one motion to recommit with or without instructions on all three bills.

Considered under the provisions of rule H. Res. 891. H.R. 2 — "To provide for the reform and continuation of agricultural and other programs of the Department of Agriculture through fiscal year 2023, and for other purposes."

The previous question was ordered pursuant to the rule.

ORDER OF BUSINESS - Mr. Goodlatte asked unanimous consent that the question of adopting the amendment H.R. 5698 may be subject to postponement as though under clause 8 of rule 20.
